A payment that did not match an order
Every payment here arrived and could not be tied to anything: the memo was missing, wrong, or named an order that had already closed. A shielded payment carries no sender, so we cannot send it back on our own — the person who sent it has to say where it should go.

HOW THIS IS CHECKED
Naming a transaction is weak evidence: the payer knows it, and so does anyone watching the chain with the right viewing key. So claims are queued for a person to review rather than paid out automatically. That is slower than it could be, and it is the alternative to a system that can be talked out of somebody else's money.
